The idiom generally means:

In any case.
Whatever happens.
No matter how the conditions change, the result is always the same.

Here is the breakup of the idiom:

无论 (wú lùn): whether/no matter.
如何 (rú hé): how/what way.

Lu Xun’s “Letters Collection · To Song Chongyi”.
Chūzì lǔxùn “shūxìn jí·zhì sòngchóngyì”.
